Council Continues Budget Work Monday

BOONE, Iowa—Last week, the Boone City Council heard suggestions during a special meeting addressing possible cuts or reductions in expenditures and possible increases in revenues to off set a potential $100,000 deficit in the city’s general fund portion of the budget. That work will continue during another special meeting/work session Monday.  City Administrator Luke Nelson had asked Department heads to suggest ideas that the Council could consider during their discussions.  Those suggestions ranged from salary freezes, to staff reductions, to closing the swimming pool, to turning over property and operational expenses to Little League and Babe Ruth.  Some of the revenue increases included use of the city’s emergency levy, raising fees for park shelter rental and institution of a franchise fee.

The Council will continue budget work during a special meeting/work session, beginning at 5:00 Monday.  Because of budget reductions and steps taken over the past couple of years, the city has been able to build some cash reserves in account balances.  The Council has a stated goal of maintaining a 30% balance in it’s accounts for emergency situations.  Because of the desire to maintain those balances and not cut additionally into direct services to the community, it appears discussion may focus more on increasing revenue through franchise fees.  The city already has franchise fees in place and has had for several years for natural gas service and also for Mediacom service.

The general fund portion of the city’s budget covers specific community services, public safety which is the police and fire departments, the library, parks, airport and other administrative costs and services.  The actual general fund levy is limited to $8.10 and the city has been at the maximum amount for decades.  Monday’s work session will also include a review of the proposed capital improvement projects and purchases and local option sales tax requests.

The budget work session will be followed by the regular City Council meeting at 7:00.
