BOONE, Iowa—Earlier this month, the Boone County Board of Supervisors held their required hearing to review the Master Matrix report for an expansion of a Confined Animal Feeding Operation in Jackson Township of Boone County. The Board had asked that the permit be denied, even though the Master Matrix review met state guidelines. The Iowa DNR has now indicated that a permit will be awarded to Capstone Finishers to construct a second building and bring the total head county to 5,200. The Supervisors expect to acknowledge the notice when they meet Wednesday.
